=SUM(IF(Isnumber(Search("<",'Training Hours'!A4:A2000)),IF('Training Hours'!E4:E2000="Yes",'Training Hours'!H4:H2000)))

confirmed with CTRL+SHIFT+ENTER

or

=Sumproduct(--(Isnumber(Search("<",'Training Hours'!A4:A2000))),--('Training Hours'!E4:E2000="Yes"),'Training Hours'!H4:H2000)

confirmed with ENTER
