I am looking to have access pull a few .txt delimited files and run excel formulas. Where should I start to write this database. The end result i would like is to have access pull the files and have the output files that are usefull with my software.

not much, I have basic excel skills. If needed I am looking to hire someone to help me write this database.

The best place to start with any database is to figure out the parts, ie the functions you need it to do. Google them on an individual basis, along with the type of access you use. For instance Google:
"Access 2007 importing text delimited files"
After you have learned how to do that, figure out your next step. Practice is the best way to learn.
