Relative Reference Problem

I regularly write formulas and then cut and paste blocks of cells to replicate user input areas, trusting cut and paste to update relative references.

In Excel 2007, the only time relative references get updated on my workbooks (all created with earlier versions of Excel, and fairly large sheets) is by doing Paste Special > Formulas.

This is driving me absolutely bonkers. Does anyone know of a hot fix that solves this problem, or is there something clever that I'm missing?

I am NOT experiencing this problem with spreadsheets created in Excel 2007, only in spreadsheets opened from a prior version of Excel in 2007, and they're all fairly large sheets.

I really don't want to re-key this monster of a spreadsheet...
