Trying to identify the issue with my formula to provide the correct pay off balance when the balance is extremely low (when more money is due the calculation seems correct). Any ideals? The excel file is attached...
Also if anyone has any ideals to clean up the code I will be happy to read...

What seems to be the problem? Could you kindly point out the cells that are not behaving as you expect?

Avoid pie charts with more than two data points. Why? See here (pdf, 559 kb). The only acceptable pie chart is here.
Cell E3 contains the payoff amount. This is dependent upon E4. Currently the payoff balance should be $9.96 not $9.92. If i adjust the number in cell G11 to say $1200, then the pay off reflects the correct number. The problem only occurs when the pay off is really low....
