I am new in Excel 2007. The formatting of the cell would not change automatically when the conditions met using conditional formating. If the cell is highlighted and hit "return", the format of cell changes then. How to solve this problem?

I take it you do have calculation set to automatic instead of manual??
Apart from that, nobody can answer this question without inspecting your workbook. Create a copy with dummy data that still displays your issue and post it here.
Yeah. It is automatic for calculations. Luckily the problem goes away after copied everything to a new sheet. By the way. The speadsheet I worked on was 2003 and I am working in 2007 environment with it.
Here is another catch. Please see the attached spreadsheet. My goal is: by choosing value in row 17, the format of row 24 to 26 changes accordingly to the it for each column. For example, by changing E17, the format for E24:E26 changes accordingly. Excel 2007 would not allow me to apply a range:" E$24:E$26" in "conditional formatting rules manager", when ever I press apply, it goes back to :" $E$24:$E$26", Therefore, after set up the conditional formatting for column E, I used "Brush" to copy the format for the other columns and it turns out not as I expected. It acts rather strangely depending how I used the brush. How to cure the problem?

You need only one rule. Remove all your existing rules. Then follow this step by step:
- select E24:G24
- add a new rule with this formula
=E$21<3
Since the rule is applied to three columns, the column reference is relative, so in each column the CF will evaluate row 21 in its own column.
