I want to do a vlookup, but only return values if a match is found AND it isn't equal to a certain value. Can I do this with a Vlookup or some other function? Or would it require me to write a macro?

I think, that you do not need VBA for this.

take a look at the attached, perhaps this is what you are looking for?
the first formula will only return a value if its result does not equal a value in the third column
the second example will only return a value if its result does not equal a fixed value
