Pop up type list/chart

So I'm not sure how to explain this, but I am wanting to have a value in a cell, but when you place the mouse on the link a Chart or List comes up to view, then when you move the mouse away the chart or list closes. Does anything like this exist. it would almost be like a comment that could self populate based on a formula...only better ha
