Series with ea 2 values as single dots

Hi,

I have a series of data, with two values each:

Effort ----- Payback
Process A: 2 ----- 4
Process B: 1 ----- 3
Process C: 2 ----- 4
....

I want to use a x/y diagram in which I represent each process as one dot (or bubble, don't really care), with "effort" and "payback" as the axis.

My problems:
1) It seems I have to enter each line as a series in "data source" for the graph, as otherwise I get two points for each series.
A pain, as I have 60 processes I want to display.

2) whenever two or more points have identical values, Excel puts the labels of the dots on top of each other. That means that
a) it is difficult to see which label goes with which point, as some points are very close to each other
b) I again have to move around up to 60 labels manually.

Any ideas?
