I am trying to create a graph like this:

Are you working from raw data, or are you trying to generate a "theoritical" normal distribution curve based on a given sample/population mean and standard deviation? The former would be easy enough to do by putting the "bin" values in one column and use the FREQUENCY function to get the distribution. The latter would use the NORMDIST function to generate the frequency distribution.
