I want to plot a chart by a formular in excel . for example. based on this formular Y=aX+bX^2+cX^3 , I want to plot a chart of Y and X for a certain a, b and c.

There isn't a utility built into Excel to do this, but there are some utilities available. The utilities that I've seen that use Excel's charting tools use the same basic approach: Input the equation, then build chart series based on that equation in some out of the way place in the worksheet/workbook. The good ones will have algorithms to analyze the equation/generated data and put more points where the derivative and 2nd derivative are "large" so the plot is more accurate. This kind of approach is easy enough to implement in a spreadsheet without the add-on utility. Put something like "plot function in Excel" into your favorite search engine and you should find something.
Those utilities that don't generate data in the spreadsheet are usually associated with stand alone graphing programs.
