Force x-axis to cross y-axis but not at zero?

I'm sure this is a common question but here goes.

I have a chart which shows the financial performance of various water demand reduction measures that I am assessing. x-axis is the passage of time in years and y-axis is the net cost/benefit occuring through time. Basically the y-axis values go through cycle of positive and negative and so cross over the x-axis quite frequently.

This makes the x-axis look messy and difficult to read. Therefore I want to find a way to force the x-axis to cross the y-axis at some value other than zero. For example suppose the minimum y-axis value is -$1000, how do I get the x-axis to cross at this point rather than at $0?

Thanks in advance for any replies.

Ps - if the description isn't clear enough I can post a picture of what the graph currently looks like, if that would help.
