In the basic excel chart options there's a selection under the pie charts called "bar of pie" that can add a stacked bar chart of one of the pie sections.
Is it possible to do this if the data for the stacked bar chart representing the pie slice is located in a different row or column?

It's possible.
The attached has different information for the bar.
You need to create the chart with 2 series and move 1 to the secondary axis.
