I attached two workbooks named Event Budget2 and Personal Budget Workbook. I want to create new worksheets with charts in the Personal Budget Workbook that are linked to the Personal Budget Workbook but look like the charts in Event Budget2 workbook. However, I am not doing well with it on my own. Can you help me do that and/or tell me how to do that?

You need to select non contiguous ranges to get labels and values.
Start by inserting a chart. The use the Source Data dialog to amend the series references.
In the values area you need to select the first cell and then using the CTRL key select each other cell.
Repeat for labels.
And it would really help if the cells had non zero values as the pie will appear as a vertical line otherwise.
Alternatively you could produce a small contiguous table for the chart that linked to the subtotal names and values. The the chart would be easy to create.
As far as the charts go consider losing the fake 3d views. They will disort your charts and make them hard to read.

Make a table of chart data by simply linking to the appropriate cells.
As I say in order for the pie to have any slices you need values.

I like the look of this worksheet. You have one monthly tab?? Is it just a case of copy and paste values each month and copy the forumulas into the next month in the yearly tab??
