Could someone please help me. Please see attached file. As you can see in the chart each bar is represented to 100%. It is possible to let each bar be represented by Total (row C) in y-axis. So in January the bar will go to 4.14 % and short and long term will be the same.

I don't understand what you are saying.
For January, do you want a stacked column that totals 4.14% which is split proportional in 2 by the ratios in Short and Long Term?
Maybe create a visual using shapes and post that.
