displaying ranked values that are returned from COUNTIFS

Hello,

I am working with a COUNTIFS formula (shown below) and a table of entries found in the 'menu' sheet of the attached file.

After entering variables in B3:B6 of the 'dashboard' sheet, I sort the rows in the 'decider' sheet according to the number of resulting COUNTIFS matches, relative to the entries in 'menu'. Within each row on 'decider', you will see these matches formatted in green text.

After sorting the rows in 'decider' according to COUNTIFS matches, I am looking for a way for the 'dashboard' sheet to display 1) these matches, and 2) the "menu" labels that they most closely correspond to from the 'menu' sheet.

I have included an example on the 'dashboard' sheet of what my ideal table should look like. Is there any way for this COUNTIFS formula to work with SMALL or RANK functions?:

=COUNTIFS(menu!$B$2:$B$500,">"&(1-((dashboard!$B$5)/100))*tabs!I2,menu!$B$2:$B$500,"<"&(1+((dashboard!$B$5)/100))*tabs!I2)>0
