    Make each cell text inside a Quotation Mark " "

    I have US abbreviations in each cell etc. NY NJ DC etc. I need to make each abbreviation inside quotation marks ex "NY" "NJ" "DC". how can I do this in a systematic way. Perhaps play with the "format cell" option. Thank you in advance.
