Autofill Problem - Copying Down Based Upon Nonadjacent Range

Problem: Autofill copies cells down based upon nonadjacent column data, whereas autofill is supposed to fill down based upon adjacent column data.

Attached: Autofill_Book1.xlsx An example workbook is attached, where column A has data, column B has data to row 10, then clicking autofill on cell C1 should copy the data down to only C10 (since the adjacent column B has data from B1:B10), but instead, it looks like autofill is copying based upon the range in column A.

I need autofill to copy down just based upon the range in the adjacent column (which would be column B in the attached sheet)

To reproduce what I'm describing, just open the attached workbook, and try to autofill Column C (Excel 2013). I cannot repeat the problem in Excel 2003, so I'm not sure if there is a setting that needs to be changed. I was unable to find any threads relating to this problem.

Again, what I would like to happen is to have data at the top of a column be repeatedly filled down with the contents of the first cell, but only to the number of rows of the adjacent column by double-clicking the fill handle.
