Static dates.

Is it possible to input a static date in a sheet by formula as opposed to by vba? I see this question asked many years ago but just wondering is there anything new. I'm using excel 2003

Sorry I mean based in another cell. So ideally it would be =if(a<>,now()," ") but the date never to update. Sorry my fault. Was a bit vague there.
