Locking row height so that formatting stays the same when others open my workbooks

I have produced a spreadsheet tool that is supplied to others for them to use. Many cells have lengthy text and not all row heights are the same. Other users report that the formatting is such that text is cut off or cannot be seen in some cells. The entire spreadsheet is locked but this does not seem to solve the problem. I am on a Mac and most users are likely on PCs.

When protecting the WORKSHEET make sure that Format Rows and Format Columns is NOT selected when applying a password. Set the formatting beforehand and the use shouldn't be able to change what is set. Combine this with Data Validation to limit the number of characters entered and the user shouldn't be able to enter more text than allowed.

That is not really the issue. I have a "user guide" on one page of my workbook that containsd instructions on how to use the spreadsheet tool. This is not a place that users will be entering data...just reading instructions. The problem is not that they can or cannot adjust the height but that some of the text in the instructions is hidden because when they open the file, the row heights are NOT what I set them to be prior to locking the sheet.

This might have something to do with the default font and font size in Excel on various computers.
