You can copy the contents and do a Text to column. This takes custom tailoring based on your files. If you have a layout of the file and it is a consistent fixed width (typically) then you can setup a sheet with these column widths to always extract the specific widths. That can be done through formulas in the doc or through a VBA.
Here is the tutorial on text to column from someone that had this very issue or thought.
Tutorial
1. Go to Staad ‘ANL’ file and choose the outputs that are to be
transferred to an Excel Worksheet.
2. Copy the selected outputs from ‘ANL’ file.
3. Paste the copied outputs in a blank Excel Worksheet. The
outputs will be seen as continuous text in each row, without any
formatting.
4. In the Excel Worksheet, select the first column of the outputs,
and click ‘Data’ in the top Menu bar and click ‘Text to Columns’.
5. Then ‘Convert Text to Column Wizard’ will appear on the
screen. The width of each column can be adjusted to suit in the
‘Convert Text to Column Wizard’. After adjusting the column
width, click ‘Finish’ in the ‘Convert Text to Column Wizard’.

Now you are getting into other languages - I would search for tools that someone with a similar issue has already built... File converters. And for you and/or this particular issue. Look for something that will convert your file to CSV.
Without Excel I am not sure where to direct you - you know what you know as well as what tools you currently have at your disposal. The internet is your friend, search!
It is something similar to this given link, please check

Coping and pasting any output from .anl file to excel is an old era. You can develop your own vba program to extract any information from STAAD Pro to excel through OpenSTAAD command.
Open STAAD commands are the sets of commands developed by STAAD Pro to link STAAD with excel through VB.
From below link you can access few OpenSTAAD coding to extract reactions, member end forces, geometry, etc. You can download ready to use excel programs as wel:
