Conditional Formatting Using an if Formula

Can anyone help me with an IF formula inside conditional formatting?

In my attached worksheet, I have a sheet with a list of names, I would like the data in column B to have a red background only if that name has data next to it in column C.

Any help would be appreciated. Thanks!

What if I had a word instead of a number? So I would want it to recognize any text at all would warrant a red background
