how to insert row based on the value from cells

Hi

How can i insert the number of rows under each cell that contains the number of rows to be added?

for example

in C3 i selected number 4 so it will insert 3 rows under that cell, and if possible the row inserted have unable possibility to enter datas only in column J K L M.

in case after some time i will change the value from c3 with 2 than will delete the last 2 rows.

this condition id like to have it at all cels from colomn C
If the cell is emty it wont do nothing, same in case is selected nr1.
i won't have other number only 1 2 3 4 5
if possible to make the inserted rows to look like the pictures attached.

I want to make this as simple as possible for the operator of this data base, which knows only to make summ and small things like this. the program will be also protected so nobody can delete by mistake the formulas.

i don't know the programing language, but the code should be something like this;

it will count the colounm I and where it's something diferent then blank space or 1, it should unprotect the sheet insert number of rows, block the parts of cells that i want ( ore introduce blank space ) then, reprotect the sheet and go futher.

It's not only for visual, it for tacking out human mistakes.

The Sheet is designed for a concrete backing plant. for example if i make 9 mc of concrete there are cases in which i poor that concrete in 2 3 diferent forms (precast) for diferent clients, so the coloum J K L should be different because are different client, that's why i have to insert rows.
