Need Basic Chart Help - Direction and Type of Chart

I have two columns of data, I have attached a file with the data and what I need the chart to look like.

Thank for any and all help. I am stuck, just cant figure out the chart, the X and Y axis keep coming out in the reverse that I need them and my Excel 10 does not have the X and Y axis showing under edit series, transpose doesn't work either.

When I downloaded it, it looked like the attachment I uploaded

I got the right one downloaded let me look at it

you got the X and Y axis with the data I want to show but the numbers on the chart don't seem to line up with the data

the bars are off of the axis line which is want I want but they don't seem to line up with the data. When I tried to insert the bar chart mine attached the bar to the axis
