if you have 1.5 in a cell (A2 for example) and you point this formula at it... =TIME(INT(A2),(A2-INT(A2))*60,0) it will show 1:30 AM
AND you can take 1:30 AM and multiply it by 24 and format as general or number and it will return 1.5

I did not have success with this. I put that formula into A2 and tried typing 1.5 and it shows "1/1/1900 12:00:00 PM." Maybe I'm misunderstanding you. What does "point this formula at it" mean?
it means that if your "time value" is in A2, you use that formula which is "pointed at" A2.
you need to format the cell you put the formula in as time and it will show 1:30 AM.
