You are trying to match numbers (the lookup values) with text (in the lookup arrays).
Try this:
=VLOOKUP(G2,--'S1'!$A$1:$G$3,6,0)
and this:
=XLOOKUP(H2,--'U1'!$B$2:$B$8,'U1'!$A$2:$A$8)
The -- coerces text to be read as a number. Formatting the cell as number does not change text into a number - it's a very common misconception.
