Cannot drag content or formula to another cells

All of a sudden, I can no longer use my mouse to drag content or formula to
other cells in the same spreadsheet.

The pointer remains as a solid cross sign even if I point the corner of the
    selected range.

This also happen to page break. The solid cross no longer turn into a two
sided pointers. As a result, I cannot move the page break with my mouse.

Any suggestion to resolve this issue.

    Brian,

Sounds as though Tools - Options - Edit tab - "Allow cell drag and drop"
    isn't checked.
