web posting and using previous data

hello, I am a pilot for a small corporation and I have been trying to come up with a method for logging engine time and fuel usage for the new jet we have. I am using excel 2004 on a mac.
We need to be able to access the form online and log times and fuel for each flight. These values will then be added to previous days. I made a table (i think thats what it is called) that has all the data fields that i need.

Question:
1. how do i set it up so that when ever one of our pilots logs in, the form will be updated with previous data? (like a pilot log book)

2. should i use frontpage or some other web editing program or can excel handle that?

thanks for any help, I don't know how i got stuck with this job, but im in no position to refuse.
