    when I put new numbers in it does not like the zero's..

    Can you explain? Give an example of where you are entering zero and where it does not work.

    If I enter, say 3210 in D1, it highlights D12 and D13.

    ok copy the set into the file and see what happens
    am sending you another copy with the numbers to be moved
    in the sheet..

    Try changing formula in G4 to:

    =SUMPRODUCT(--(SMALL(MID(TEXT(A4,"0000"),{1,2,3,4},1)+0,{1,2,3,4})=SMALL(MID(TEXT($D$1,"0000"),{1,2,3,4},1)+0,{1,2 ,3,4})))=4

    copied across and down
