I have a list of years, which I want to be on the horizontal axis, so the graph just plots the other series inflation.
Date - Inflation
2009 -0.50%
2008 4.00%
2007 4.30%
2006 3.20%
2005 2.80%
2004 3.00%
2003 2.90%
Note if the date is in format
2000 Q1
1999 Q1
Excel automatically sees it is a date.

What I'll usually do, is initially graph it as a scatter chart, this puts the years on the x axis. Then I convert the chart to whatever type of chart you want. The x axis will remain in place. Does that work for you?
