I use excel 2010 student edition on my home laptop. Whenever I enter a number, such as 2, it shows up as 0.02.
It does not affect the format of existing files (when I work on files off a memory stick, for instance) but any whole numbers that are added, show up as a decimal.
When a number is entered as 2. (2dot) or =2 it does show correctly, but is dependent upon the . (dot) or = having been entered.
Decimals are not a problem and show correctly - it only seems to happen when whole numbers are entered individually within cells.
I have never encountered this before and shall appreciate your comments / assistance.

Office icon > Excel options > Advanced > uncheck Automatically insert a decimal point

I don't currently have 2010, but it sounds like you have an option set for fixed decimals.
Go to Excel Options and in Advanced you should see option to Automatically insert a decimal point. Uncheck that option.
