Need help with countif function

Trying to count the text in a column II given the text in a column I. The column I text is not in an order (e.g. A, B, C) and repeats. The following doesnt seem to work

=countif(F4:F52,if(and("U",vlookup("H",D4:F52,3,FALSE))))

Any help would be greatly appreciated!!!

Hi All,

Having major problems sorting out countif over multiple pages.

I have the attached spreadsheet starting with a Totals tab, start tab (hidden), sheets 1-50, End tab (hidden), i would like the year entered into E5 and V5 on the worksheets to be summarized on the totals tab in the highlighted areas. So after all information is entered, I can see how many people left or returned in each year.

Any help appreciated.
