formula for transmutation of numbers (grades )

i'm working on a grading system in excel. my boss gave me a transmutation table
but cannot get the computations on how it was done. so i've created a lookup for the table.

the problem is I don't want to use the lookup table, else create a formula that will immediately compute for the transmuted grade.

    attach is the sample workbook.

There is a little star ( ADD REPUTATION ) below those person who helped you. Click it to say your "PRIVATE APPRECIATION TO THEIR EFFORT ON THEIR CONTRIBUTIONS "
