When I open Excel 2010, the formula bar appears about 6 times as tall as normal. I have not been able to find any way to reset it to normal size.
Welcome to the forum.
Grab the divider between it and the column headers and drag.
Or click the scroll button at the far right.

I've tried these, but they do not work.
The first time I saw the huge formula bar, the cells in my spreadsheet and column headers were also large. I have been able to get the spreadsheet cells and headers back to normal size, but the divider between the formula bar and worksheet will not move when I try to drag it up. None of the in-house Excel experts have seen this before or have been able to solve the problem.
I've not seen it either. Maybe try Excel Options > Resources > Diagnose (the replacement for Detect and Repair)

I have tried repairing Excel but the problem persists.
When I exported a QuickBooks report to Excel, the spreadsheet cells were also tall (118 pixels). When I decreased row heights, the row number and the contents of the cells were moved up and out of sight.
Can you attach a workbook that shows the problem?

Here are a screen shot after creating a new workbook and the workbook file:

I reset the font for style Normal to Calibri and all was well.

Can you please walk me through this? I'm having trouble finding Normal Style.
Thanks
