placing " as text in a cell controlled by a formula

I extract a value LI form another software and place it in a cell. I have a formila to change that value to IN in another cell. I need to set the value to " rather than IN. How can I do this?

I have tried to use """ and "'"" and neither of these work.

Any and all help will be appreciated.

    Thanks for your help.

I've always used """" within my formula to create the " marks.
Not sure why it wouldn't work. Is there any kind of formatting applied to the cell?
