Why isn't my COUNTIF function in cell M3 returning 2?

the cell reference in the criteria should not be in quotes:
either:
=COUNTIF(B$3:B$17,"="&$P$7)
or
=COUNTIF(B$3:B$17,$P$7)

That worked, thanks so much! Now I'm having trouble to get COUNTIF with a nested OR to work in cell M10. It should return 5, but once again I'm getting 0. I don't want to use COUNTIFS as my client is using '03.

Didn't figure out the OR, but did use COUNTIF + COUNTIF... COUNTIF and that seemed to work.
