How to find the smaller number in the list

Hi, I have an excel in which I have some scores. In some cells of that scores i dont have the value. So it is noted as NA.
I want to find the smallest number amont all the scores.
I have tried

=SMALL(C4:C19,1)

But this is working only if all the cells are filled with numbers only with out any "NA". I need to do that even if the cell contains a value "NA"

Actually I have some entries in the format like 0:20:36 also. Actually it is time (H:mm:ss).
I have calculated the avarage time and now I want to have the least two times and the highest three times.
What to do?
Please help me...
