You could do it by making an ordinary scatter plot, and moving around with the axis' points of crossing.

Your file does not have any information about where the borders for the quadrants are.
I am using this chart first time. I don't know what could be the borders for quadrants in this case.
If you want to divide the chart into four quadrants, at which values should the dividing lines be?
The X axis values range from 0 to about 200.
The Y axis values range from 0 to roughly 45.
At what value in the X axis do you need the vertical line?
At what value in the Y axis do you need the horizontal line?
Can you please draw an example chart using data in attached file.
Hang on, this is the wrong way round.
You need a chart. You have the data. You need to define the parameters. Then I might be able to help you create it in Excel.
You say you want a quadrant chart. So, you need to provide what the boundaries for your quadrants are. Here is the XY chart. Where would you draw the quadrant lines?
ok.. lets consider, at 22 in the X axis I need the vertical line and in the Y axis at 100 I need the horizontal line. Boundaries 44 for X axis and 200 for Y axis.

So, just take these numbers and put them into the cells as demonstrated in the link I posted above.
