Negative value (ABS)

hi there

i am trying to evaluate performance to budget for ebitda....sounds simply but both actual and budget values are negative

ebitda actual = ~-$39K
ebitda budget = ~-$3K
% to plan via excel w/o ABS = ~-1300%

if i place abs infront of this, the negative values goes and it shows positive growth.....any suggestions on how to calculate this, thxs in advance

Perhaps like this (assuming that actual is in say D6 and budget in D5)
