I am modifying a workbook. Whoever developed it uses a + sign prior to referencing a cell on another sheet. Ex,
=+'Sheet 1'!A1
What does the plus sign do? I've never seen that before.

I believe that person probably used Lotus in the past, as that is very common. It's still valid as a shortcut to typing = in Excel.
If you select a cell (for example, B1) and type +A1 it is the same as typing =A1 and will appear as =+A1. It shouldn't affect anything in your formulas, though.
But is does make the formulas more impressing
