Programme to turn downloaded data into a form that's recognised by pivot table

I have a question for you and hope that you can help me with this. I have attached the Excel file so that I can better illustrate my needs. I have many sheets in a file that requires repetitive task like the one I will be describing in a bit but I have just copied one of the sheet into the file attached.

I am trying to create a dashboard with pivot table in it and hence I have to get my data in a way that's accepted by Pivot tables. The problem is this, every month or every year, I get data in the form of the sheet "Downloaded Data" and I need to sort them out so that it looks like the database in the sheet "PV". So the challenge is for each cell, I need

1) copy the date/year and copy into column 1
2) Copy the country name(like:India) from the column header without all the unnecessary character in into column 2
3)Name column 3 as "Share of Exports" and put the respective values in from sheet "Downloaded Data Share of Exports"
4)Name column 4 as "Annual Growth" and put the respective values in from sheet "Dowloaded Data Annual Growth

What I am ultimately trying to get to is this:
1) a pivot table showing me the top 5 export destination based on share of exports for respective year

This is a short series but I have got another one that I have to do with monthly data frequency.

It will be extremely tedious to do this manually and hence if you can give me some guidance as to how to programme this, that will be great.
