Loop to fill in text where a columns cells are blank

Hello Everyone

Im pretty new here and I've got a bit of code which is making my whole column change to the text that I only want to be inserted into the blank cells. I think I may have to use an else function but Im not to sure and so if anyone can help me that would be dandy.
