One to Many type Drop down control

Hi,

I have my data as under in excel sheet

Dept First Name
10 Roger
10 Keri
20 Scott
20 Mark
20 Woody
30 Kevin

I want to have a One to Many kind of relationship.i.e. If I select dept 10 in my list, only Roger and Keri values should be populated in adjacent dropdown control

Is it possible without using macros ? or do we have to create a custom control.If so, Kindly advice
