I am working on a spreadsheet that i did not develop and the rows freeze at 24 and when I scroll the rows jump by muliples of 3 on each scroll. However the real problem is that I'm trying to freeze my column headers at row #1 and it won't allow me to unfreeze at the current location or freeze on row 1. Can someone please help?!

Welcome to the forum.
If by scrolling you mean the scroll wheel on your mouse, that's set in mouse properties.
Sound like the workbook is protected -- unprotect it.

Unprotect workbook isn't an option.

Craig, when I open your workbook there are no frozen panes, no protection, no scrolling issues, etc. It's just three sheets (only one with data in it - Closing Schedule), and I can scroll just fine. I can create a new frozen pane (for example, selecting cell C2 and freezing the panes), and remove it at will.
As for scrolling 3 rows at a time, that is a mouse property that you can change in the Windows control panel.
WOW! You're right...thanks for all the help and I feel like I sort of wasted your time as I was going about freezing the panes all wrong.
