[ASK] How to Optimize function in Google Sheet for large data

    Hello Again,

    This is my second thread,

i am newbie in Google Sheet stuff,
i have problem that if we call function for large data, it keep getting error mesagge: Error:Service Invoked to many for this account.
as i've read that Google has hard limitation on how many function able to called for one day.

my question is, how to optimize function ( we called once, then automatically some range of cells get results with function we called).
to figured out the problem. please review attached dummy samples in excel.

How to copy cell B3 ( 5 ) withouth copy the formula each cell ( how to call function without copying the function to each cell)
is it possible if we just copy function to cell B14, then all cells in blue color automatically calculate with the same function in B14?

Or if you have any suggestion, how to avoid error : "invoked to many..." i'll be appreciate .
    other questions:
what is utilities.sleep () function and how to attach in function.

    thank you for the answer.
