Zero knowledge on inputting and receiveing updates on date expiring

Hello,

I have been tasked to come up with an Excel sheet that has listed names with training dates.

Date Applied
Date accepted
Test Date
Completion Date

From the date accepted they have a year to complete the training and receive certification.

So my question is?

Is there a way that the program will highlight upcoming deadline on its own? ie. 6 months yellow, 3 months green, 1 month red to go in the year.

I am running 2013 on my personal Computer to build this, but will it convert to 2010 if this capability is possible?
