Counting If between a specific date

I have a headcount file that shows people, their title, hire date. I'm looking to count how many particular headcount (by title) that i have between dates. I have a count formula (=COUNTIF(Roster!$C:$C,'Roster by Dept'!$I19), where I19 is the title of employee and column C is my roster by employees title. But that only counts the current employees i want to count them by title at different points in time. I'm looking to incorporate the employees hire date and exclude them if they have been fired or let go, i have a field for active (yes/no). I want to go back to 2006-2014, what's the best way to go about this?Attached is how i've arranged the data. I want to count the headcount in the below yellow shaded cells. I'm sure this is super simple but i can't figure it out. Thank You!!!
