Applying conditional formatting between two percentage columns

Hello,

I am trying to create a conditional format on a cell that contains percentages.
For example:
Cell D2= 8.0% but actually 7.998% if the decimals are increased
cell D3 = 8.0% but actually 7.997% if the decimals are increased

What i have done is add a conditional format to cell D3- Red if it is higher, Orange if it is the same and green if it is lower.

However as the numbers are slightly different it is highlighting it either red or green, when in actual fact the number is so minimal in difference.

I added the "round formula" which worked, however this only works if the numbers are the same as the above. But if it is a bigger difference e.g 8.25 vs 8.95 then the "round" format should not be applied.

I want to be able to use the same format on all cells rather than adding a different formula to each one.
