if statement doubt pls help me

Hi,I have an excel sheet for attendance. My requirement is below-
Sl No Emp Name Emp email ID 1-May
1 L
2 H
The template above has serial #, Employee name, and dates
If there are 26 people in a team, I can provide only 1.5 (6% of total team size) leaves in a day say on 1st may, team can apply only 1.5. I have two types of leave, full day leave (“L” that is equal to 1) and Half day Leave (H that is equal to 0.50). If anyone applies a full time leave, the cell color should change in to the above mentioned color (BLUE). As like that I need color change for “Half day leaves (H”) as Green(L=1, H= 0.50)
The real macro part is now-after two team members applied leaves that is if in a day, that means one full day leave (L) and a half day leave (H) on the same day) and if leaves exceeds 1.5, a message box should pop up that “Leaves are not available for this date, please check for other date”
I know that this may not be quite challenging for you
