Beautiful Visualization Idea - Can excel do it?

I was flicking around today and came across an awesome graphical idea from EveryBlock:

Any ideas as to how this might be done in excel?

If you have Excel 2007, you can do this. In the Conditional Formatting drop-down, choose Data Bars. I don't know how you'd accomplish this in 2003 and earlier.

In earlier version either use a chart or conditional formatting on multiple cells.
