Filtering cells with multiple check boxes and/or radio buttons

Hey guys!

I was just asked to document a recent survey into a searchable excel file. I'm using the top row to put the names of the questions of the survey but most questions have multiple choices. Now, I know how to manually use radio buttons and check boxes but the filter is ignoring those (obviously). So what can I do to have the filter consider the multiple choices within a cell? I'm attaching a sample.

1st issue
Option buttons needs to be grouped together otherwise it will think that the whole worksheet is the grouping
only allowing you to have one option = true
ie if you click Yes button then it wont allow you to select any of the plans in Column E

2nd issue
what are you filtering?

The excel file shows what I need to do not how it needs to be done. I thought radio buttons and check boxes were the way to go for multiple possible answers like the polls I'm trying to document. I have 20 questions from which at least 15 have multiple different answers and I should be able to translate that into the sheet.

I'm fairly new to Excel and I'm still trying to get my head around it so maybe my problem here is I just don't know how to approach the project in a way that would deliver an efficient workflow.

I'll keep working on it but if any of you guys out there have a good idea, please share!
